Bill was born in Toledo, Ohio in 1957, and received his preliminary education in Toledo. He obtained a Bachelor of Science Degree in Finance in 1979 from Miami University in Ohio. Bill then earned his law degree from the University of Toledo College of Law in 1982, where he was a member of the Moot Court Board.
